Semi-Presidential Executive: *Two executive branches: President and Prime Minister. *President is directly elected and has significant powers. *Prime Minister is the head of government. *Combines elements of presidential and parliamentary systems. Parliamentary Executive: *Single executive branch formed by the majority party/coalition in the legislature. *Prime Minister is typically the head of government. *The head of state (President) may have limited powers or be ceremonial. Generally not directly elected by citizens. *Executive's survival depends on the legislature's confidence.

Functions of Executive: *Enforces laws *Develops policies *Manages administration Powers of president: Largely ceremonial (act on the advice of council of ministers) *Appoints PM and council of ministers. *Give assent to bill, or withhold assent in some cases. *Calls and Ends the session of parliament. *Some discretionary power (as discussed in the video)

Constitutionally president can withhold assent (except constitution amendment bill) for unlimited time as the time limit is not mentioned. But they don't do this, neither this is a very democratic step to withhold assent to a bill passed by representative of people. There is one example, when Zail Singh, the President of India from 1982 till 1987, exercised a pocket veto to prevent the Indian Post Office (Amendment) Bill from becoming law.

There are some situations called emergency (national emergency art. 352, state emergency/president rule art. 356 and financial emergency art. 360) these can be declared if the required conditions arises. These are declared by the president (obviously on the advice of council of ministers). In these situations powers are mostly in the hand of central government. So the president's power to declare emergency is the emergency power of the president.

Executives ko do group me divide kr skte hai.....ek POLITICAL EXECUTIVE e.g. council of ministers (PM, Defence minister, Foreign minister, home minister etc) aur doosra PERMANENT EXECUTIVE e.g. bureaucracy/civil servants (IAS, IPS, IFS etc). Ministers 5 saal ke baad change ho jate hai lekin ye change nhi hote... isiliye permanent executive. Ministers aur Bureaucracy dono executive ka part hai.
