No it won't. South states got a lot of incentives from the central govt for about 50 years after independence, at the cost of states like Bihar, Odisha, etc. Odisha will never get that benefit from Central Government. I am from Kandhamal and the core local issues is unemployment. Youths in mass forced to work as manual labour in kerala and Tamil Nadu after their graduation.
