It's understood that more than 1,150 instances of upskirting have been recorded in England and Wales since 2019 - but only 68 people have been convicted of the offence.
The data obtained exclusively by Sky News shows that 40% of the victims of upskirting were children, with some as young as three years old.
The government says it's "supporting women and girls to feel safer everywhere".
