Both,the one with the snow is a mod,there is a real ghost town in the game but you need to learn to fly the airplane to get there and the place isn't solid so you will just go trough

That's the "Ghost Town" from GTA 3, he builded from that bank street, if you want the best Upstate, Adus is making a mod and should be out soon

In the defective edition they actually added houses to Upstate,but isn't solid and it looks like shit

So much of LCS was ignored...like the whole game kinda...

So does that mean that the capital of the state of Liberty in GTA lore is Carser City as it looks like in the same part of New York Albany is in New York City keep in mind is not the capital of New York Albany is in Albany is a small town compared to New York City that would make a lot of sense but wouldn't that also maybe question why Carson City is so empty cuz it looks so empty not even Street lamps

​​@@wotmate3719it's not frosted winter mod. It's gta iii snow city mod by dimzet. EDIT: Frosted winter mod was just gta iii version of liberty city with Joey's fan-fiction story. GTA III Snow city mod is a fan-made continuation of gta iii after claude kills catalina. Moreover the city has been expanded through the upstate tunnels and added some more buildings from the Carcer city of Manhunt game.
