I had a look on Start GG and it seems Line Sway is allowed up to three times for this tournament (no limit on the line sway attack or roll).

you need to pull the fight stick out of your ass. It's a joke and you're taking it too personally. You FGC folk are either too conceited or ignorant to realize how big of a deal Terry in Smash is for SNK and Fatal Fury/KOF. Plus, we're loving the fuck out of Terry in smash. He's super fun.
