Any thoughts on police using body cams to record a screen that shows surveillance footage--and using the body cam footage instead of the actual surveillance footage as evidence?
is Best Evidence applicable only for Documentary evidence ?

Yes; though the definition of documentary evidence is pretty broad. For example, it would also apply to recordings.
