It's not anything about power.Doflamingo knows exactly what Corazon was doing and that's why he loves getting in Sengoku's mind being unstoppable.Sengoku is in a position that doesn't allow him to do much.Had he departed completely from the Navy he'd have ended Doflamingo's reign in a few hours.Their feud is one of the deepest in One Piece and it was foreshadowed ever since this council where Sengoku says to Doflamingo "Welcome scum of the sea" when Doflamingo enters the room.
