No it looks like heavy chiffon to me. Light chiffon shawls dont really give a firm peak like you see in her second style.

No its not offensive. Unless one wears it and purposefully went to do something immodest or immoral as the hijab is a symbol of female modesty and honour for the abrahamic religion. In fact in the early 20th century, there were wives of european monarchs that veiled when in public as it was considered immodest and beneath her to be seen and paraded among men.
