Actually the idol represents KaalBhairav one of the Avatars of Bhagwan Shiv, notice the trishul and the hair knot on his head, plus he is not riding a horse or a bull but a dog, which is the ride of KaalBhairav, while Kalki is more commonly depicted weilding a Khanda or Talwar or Urumi and riding a horse. The setting might be such that Bhagwan Kalki might be shown as a devotee of KaalBhairav just as Bhagwan Ram was the devotee of Bhagwan Shiv.

Not sure if you noticed or not, but there's one more interesting detail in the frame you are referring to at 11:23. Lower the speed to 0.25 X and pause the frame. If you look closely, the flames in that specific shot take the shape of an eagle. Maybe it's somehow related to the Garuda Purana. I'm presuming it to be a torture chamber .

For that to happen temperature must be HIGH. So in that scenario it is logical to assume that most of the natural waterbodies would be out of water. Whether it be a lake, or river or anything really.

My theory: See from the comic page they released yesterday we can see raider destroying statues of Gods. So there could be possiblity that Kamal Hassan who is main villian in this film is in search of the sapta rishis (the seven chiranjeevis) and kalki. The main question would why he is after Gods? more specifically kalki......thats why it is called project k.
