    @@Chuked No? Sending people who he knows are likely innocent to jail simply to look good isn't corrupt? If they have political beliefs that go against his own all the better? He potentially kills around 5-10 innocent people a day, allows the real murderer to get away and uses the law to do it. He's corrupt in a different way to his boss but no less corrupt. As Stefan Bekowsky says (although not about Donnelly): He believes his own bullshit. He even says when you convict Tiernan that he wanted you to manufacture evidence against McCaffery. Yeah, this man disgusts me.

    Despite his character being based on James Cromwell's Captain Dudley Smith in the movie L.A. Confidential, I imagine Captain Donnelly far more when reading James Ellroy's books than I do James Cromwell.

    He’s based on Capt. Jack Donahue, the head of Robbery and Homicide for the LAPD in the 1940’s.

    First time I played this game, I thought Donnelly was a hardass, but ultimately wanted good for the city. Upon replaying, it's incredible how insidious and bigoted he really is.

    Indeed, he is my most hated character easily. This guy is more evil then Roy Earle. Roy might be corrupt but he at least tries to keep things 'manageable' and actually solve crimes even if he is more interested in his own profit and status. Donnelly does not care about solving crime, he only cares about looking as though he is solving crime. He doesn't care who is put into prison as long as someone is and they can be kept there and if it fulfils his political agenda even better and is even willing to manufacture evidence against people to that end. He is absolute scum.

    It's not. Donnelly is an insidious jerk who cares about image and the most evil character in the game and there's a lot of them. More evil then Roy Earle, more evil then Garret Mason (the person who committed all the murders in the homicide cases). He uses the law to put innocent people to death every day and feels no shame about this. Phelps was good for his image until he did what he did with Elsa and then he was extremely bad for his image. Attending Phelps' funeral is not a good look for him even if he is exonerated of his original crime.

    @@Peachrocks5 I don't think it's that cynical. He is representative of the type who "just wants to get someone" when it comes to every crime on his desk, and oft time he'll prefer Phelps to convict someone who he considers a threat to society, like a Communist or a child molester. But if he didn't care entirely about finding the right man, he wouldn't have brought the continued Black Dahlia messages to Cole's attention. If we're to believe his speech at the end, all the prior innocent suspects caught up in the Dahlia case were going to be let go. You also have to keep in mind, cheating on your wife was a VERY major deal back then, considered a huge moral failing, and a crime. I think Donnelly's rage is real at Phelps, and the fact that he consorted with "a German, a dope fiend", was just the cherry on top. That's not to say Donnelly is innocent, far from it. He's definitely guilty of engaging in insider baseball, and almost certainly knows or has an inkling about the crimes going on in the department. He's at least as image conscious as Cole Phelps is, and clearly enjoys cavorting with the press, and would give up a lot to stay in his position. But he's not a monster, no. He's the everyday guy who ignores the corruption, the false leads, etc., in the belief that he's doing God's work by maintaining the sterling reputation of the LAPD.
