as we can see that nomu can generate power on the same scale as all might BUT his body would not be able to resist to that force so they put the shock absorbtion (and regeneration but all black nomus have this). at 1:10 you can see how his arm start deforming after the clash with all might's fist and then returns to normal

One thing Midoriya noticed during his fight with Eri on his back was that All Might couldn't have been fighting at true 100% at all times, because to do so would be to cause endless shockwaves/wind pressure with every moment making all environments threatened around him. So All Might at some point between that movie and the modern one we've seen figured out how to limit that power in such a way that his movement would still be tremendous but not cause damage to areas around him. It was said at a point All Might could just inherently use OFA unlike Midoriya, but given what we know now its more likely he understood the power as he added into it and just naturally, unconciously even counter adjusted it. Could Midoriya lose those at some point then? He relies on the other quirks now to supplement his inability to use OFA completely without restriction. Maybe once his body can fully adjust to it they'll be gone but by then, who knows how much power he will accumulate...scary thought. The idea that villains had no chance against the guy while he was growing his power is already just....awe inspiring.
