15:00 I do not think they can build ship in those ports. Occupying them, the emperor is the de facto owner but is still not the de jure owner. It means that you cannot act as if he truely owns them as described in the recruit action (for a province to be your own, you must be both de facto and de jure owner, according to section 9.8 of the main rules).

If it’s the bit where a bit built one, I was thinking that too but I was corrected in the discord that occupying it counts as owning for this purpose for the bot
