I really despise this sort of UK cycle "infrastructure". A teeny tiny narrow little strip at the side of a road, not separated from car traffic in any meaningful way, isn't a decent cycle lane, even if you paint a nice picture of a bike on it. The driver in the video was stupid or ignorant (or both), but on the whole i believe that both cyclists and drivers are let down by such poor infrastructure.
