I'd say the best way would be to make a consortuim with trusted Kazakhstani company that have all required licenses, experience, bases, equipment, personnel, etc. This would be a ground for consortium. Foreign company can enhance all this with secondment personnel, moving required equipment, etc. This is win-win deal, however all depends (as always) on trust between partners
