The only one difference b/w in time and on time is for instance- "The meeting was scheduled at 10 am but you arrived in time". So here in time refers you came early to the meeting (may be 9.15 am ) way before the dead line. Then you can also say that "you arrived on time" it refers you just arrived on proper time neither early nor late. So using I arrived in time and on time are correct but there is a slight difference according to the account I have given above.

Kelly: It went well. I will be starting my new job just in time to meet the new president of the company (in this. case, Kelly will be. starting her job , at a moment in time when the company has a new president, the last one retired)

I have an argument with the 3rd sentence She didn't arrive the examination center in time to take the test. My idea is even she didn't arrive to the center in time, but if she arrived there on time, it should be fine. We doesn't need everything to be in time. arriving on time is also fine in most situation. Why do she need to be in time to the examination center?
