Course not, this is the Japanese dub. Voice actors who speak fluent japanese and decent English take priority over a foreigner who speaks fluent English and decent japanese (or possibly even none). Though I will admit, the British guy with the beard sounds like a legit native speaker, lucky break I suppose.
