Enforcement smoking ban has not been tightened; campus guards are powerless
The smoking ban on campus is not really working. Ever since the smoking zones have been abolished and replaced by a complete ban, the nuisance seems to have increased. Requests from the University Council to increase surveillance have not been granted. The university board is mainly trusting on people's own responsibility.

Having a smoking ban on a university campus is just plain stupid. These are ADULTS who are partaking in a LEGAL adult activity which also happens to be one of the most powerful chemical addictions in existence. Give them a place to smoke and they won't smoke where they're not supposed to. Don't give them a place to smoke and they'll just smoke anywhere. They're addicted (often hopelessly so) to something LEGAL and they're ADULTS so give them a place where it's allowed and I would say that 90% of the problem will cease to exist. Sure, you'll always get the a$$holes who will smoke wherever anyway but it's a lot easier to crack down on them than the entire population of smokers at this university. If something like smoking is LEGAL, then it should be illegal to ban it outright. If you want to ban it outright, make it ILLEGAL. Of course, that won't change anything because heroin, cocaine, LSD and meth have long been illegal but that didn't make them cease to exist either. Just give them a smoking area that's off the beaten path and be done with it. It's not rocket science.
Why do smokers think it’s ok to smoke in nonsmoking areas ? It’s banned for a reason but somehow smokers think they can carry on regardless!!

It's simple. It's one of the most powerful chemical addictions in the world and if you don't give them a place to smoke, it's not going to stop them from doing so. Think of how powerful addictions are for a moment. Cigarettes are nothing when you consider that people are literally willing to physically fall apart from Meth, are willing to go bankrupt for cocaine and literally risk instant death for heroin. It's not rocket science that if you don't give smokers a place to smoke they're going to smoke regardless. Not having a place for them to smoke communicates to them that you don't care about them so why should they care about you?

Show me where any laws, rules, or regulations are bring enforced at all. Smokers have always treated the world like their personal ashtray so I doubt that will ever change. The real icing on the cake is when they cry “smokers rights!” There never has been nor ever will be any such thing. Cheers
