About doctors… don’t we need to take the USMLE TESTS to work? Would USA give us the EB3-NIW without taking these tests?

They are two different things that complement each other. To work in the area you need a work permit / permanent residency, but to work as a doctor you will need to validate your diploma. We do the Green Card process, diploma validation is another step, which without the GC you will not be able to, but you can work as an assistant or in an administrative area in a hospital, for example.
