I think he is dead. Three years ago when Phil gave Denise that story about Vincent being in witness protection, I was sure he made it up because he didn't want to admit that Vincent was dead and he wanted Kim to stop looking for him. He already knew that bent policeman was involved and that Kim shouldn't trust him. It also explains his bank statements having shown he didn't withdraw anything which is what made Kim suspicious in the first place. A part of me hoped that Phil's first story was true as a new identity would explain the bank statements as well but now I think it was his attempt at a white lie.

Because he might be leaving Hollyoaks he's probably just undecided if he wants to stay or go back they're probably teasing a return
