The first EIC company was set up on the banks of river Hooghly in 1651 and first EIC company was opened up at Surat in 1608. There's a difference between set up and start up.

Sir i just checked my book and it does not mention the date 1671 anywhere. It says "By 1696 it began building a fort around the settlement. Two years later it bribed the Mughal officials"
