9 inches is her breast point not 8 inches. 8inches is her arm hole point

The 9 inch point is the bust point, and that's where the Dart is taken, while the 8inch mark is the chest/Armhole point

You need to take a beginners class to understand the lines

How much do you take out at the back is it 1mm or 1 cm

Because the princess dart jumps so the 1" accommodates the shortage.
