The first part of the clip, up to 2:25 , is from 1996. The later part (from 2:25 ) is probably early 90s, because of the early RTS (PTC) logo, which is similar to the former RTB logo. The RTS oval logo is adopted a few years later.

There's no way the ident part is TV DX via E Skip. Even the most stable E Skip signals aren't that stable.
