The chaos was to give meaningful damage to the Zwei, because the build had minimum stats to weild it. It had nothing to do with stunlocking, that's just because it's an ultra-greatsword in Dark Souls 1.

Bryan is correct, thestats were very low, and the humanity scaling in the chaos infusion did a lot of damage, the zweihander was one, if not the one feastest swinging ugs in ds1, capable of stunlocking you until the guy's stamina ran out... and HE had 66 endurance.
