Here it is! The full version of the special that was hosted by a well known MGM character. This was aired when the channel launched on October 1, 1992 and was shown again on its second day of broadcast. Special credit to Vics Archives Palace 2004 for such an historic recording.

Thank you and the original person who had recorded this months ago. This is some kind of history to witness for nearly 30 years and I'm happy about it.
Cartoon Network’s KZread channel is creating a playlist for their special 30th Anniversary livestream. They’re asking us on what is your favorite Cartoon Network is and here’s my take on it:

Those were the real glory days for Cartoon Network, back when it had a huge library of cartoons. Now, it is just Teen Titans Go. That is sad.

It is very sad going back to how it started considering how it's going with the network currently these past few days...
I hope Cartoon Network will celebrate their 30th anniversary by acknowledging its old cartoons. But knowing them, probably not.
I dare somebody to make an HD restoration of this.

The Day The Cartoon Network was born and was the start of it's charter.
These credits were so weird!
I was born in 1996 and raised in the 2000s so knowing I was there to see Cartoon Network during its best years as a kid is just amazing. Now I just wish they would just create a brand-new CN Classics channel for all the old cartoons marathons and program blocks I could be happy about the future of this once great animation juggernaut.
