Never been to Wisconsin. But while he was at the stop light. Why was the far left signal still red, when the light turned green? I’m confused!

Some lights doesn't allow to do left turns because the street is often too busy and there has several accidents in the past. So they'll make left lane turns only then turn red and wait again until it turns green.

I believe you have a typo: Monroe Street is not Montroe.

Must be awesome to live right by the stadium. I'd demolish my house and turn the land into a parking lot. Rake in the big bucks and buy a house elsewhere
