He speaks simple English because he knows that he is speaking to the students. If he uses his original talent to speak, even British people search in the dictionary to find out the meaning of what he says.

Tharoor sir has delivered an immaculate and well pronounced speech as well as an interview which reflects not only his rare oratory skill to be ever found but also an extravagant genius to be ever found after the leadership of Nehurji and in Indian parliament for the solemn embodiment of India's diverse ,yet homogeneous cultural heritage.

He is encouraging us to read and grow in knowledge, which we can gather from the wisdom of others and eventually we can form our own opinion based upon logic.

I see you have written nicely here unless you don't have a group of friends or someone to speak regularly you will always have fluency issues, And will always have mind block try to have a friend who you could have normal conversation in English and other best thing that you could do is read good English daily...thats it...buddy you are good go...the reason why i am suggesting is because i had the same issue so unless you dont overcome fluency you may very know the language but confidence is what you will always lack so just focus on these tips.
