i dont think provincial rate is a good thing, a business should strive to pay there workers the most amount of money they can afford while keeping the business owners profits modest and within reason.

Yes there is such a thing of provincial rate and Manila rate due to "higher" cost of living gov believed, however since the prices of goods increased across the board, prices in provincial cities are now at par in manila. After all, it's just a market rate for references, while more business deploying their logistic centers in the provinces, it would end up help the provincial labours getting better offers, I had several previous co workers offered Manila salary rate acknowledging there is no real cost of living anymore between provincial cities and manila
