    Florida's "Title law" says you can't claim them under the salvage law so boat restorer can't claim the boat, fix them and resell them so under the threat of jail they just leave them to mess up the beautiful environment. Another example of well meaning government making things worst

    Let people take the boats for free, no fees and let them keep what ever is found on them. No questions asked! Those boats will be gone in a month.

    mixflip exactly, and there are title recovery places that can get you that title if it has been registered in florida previously. Pretty much any boat pre 2008... so that being said u can pretty much get any of those abandoned boats and turn it into something useful

    Gotta love it... Here I am scratching every penny to try and save up for a boat that I'd treat like gold and down in Florida you got people just abandoning them while they're still floating. Something terribly wrong with the world.

    yes and the same for 200 million abandoned and derelict houses. Detroit city owns 100,000 houses but they want $10,000+ minimum bid AND the buyer must fix them up within a year , but they are so destroyed it would take $100,000 to fix them and they are in dangerous neighborhoods . The city can get away with them being condemned but if you or i owned them the city would fine us $1000s of dollars

    Make it public knowledge that if a boat is abandoned for more than a certain amount of time, ANYONE can claim ownership simply by taking a photo of the abandoned sticker and claiming it at the courthouse named on the sticker. I am guessing that a salvage operation would love to have a steady stream of free boats.

    Was in Bermuda for 4 months of work and there too abandoned ships littered everywhere due to hurricanes and laziness of the shipowners. As Dutch metal workers who also work in various shipyards we could not believe the amount of beautiful ships just being abandoned.

    Maritime law allows for sunken, or abandoned boats to be salvaged and rescued by anyone who finds them, but Florida State law prohibits this. These boats could be cleaned up by people looking for a good deal, but the state won’t allow it. The owner of the derelict boat must assign title to a person who wants to salvage it, and some won’t do it.

    All those bureaucrats need to do is reduce regulation on "salvage rights" and the problem will take care of itself. Simple plan: 1. The game warden while out on patrol photograph derelicts and record time/date 2. put a notice in the newspaper for 30 days for owner to comply and remove boat. 3. at 60 days Offer clear title to salvors while waiving any liability associated with recovery of boat. THats all that has to be done. If the government cleans up the problem it will cost tax payers millions and they are STILL waiving liability to the cleanup crew. So what's the problem government? ---> I think we all know the answer.

    Samual Whittemore here's the problem, it's the bankers boats, they own them, the sheriff/police system is run by the bankers... they don't want to give away their possession for free. so instead of cleaning it up they tax the people who had tried to own the boats (using the boat registration numbers, even though they don't own the boat anymore it's still in their registration numbers on the side of boat) this way they continue to inject money into the system and the boats are left to rot, then the bankers fund more ship building companies to create new boats for the next generation of buyers, it's a win-win for the system but a loss for the people the banks are ruining

    I actually wrote something that's pretty much the same, then scrolled down, saw this post, and deleted mine. Why can't we just have common sense solutions like this? Not only are you solving the problem at virtually no cost, you are not wasting the boats and people who otherwise wouldn't, may have a chance to get a boat.

    I would think you'd need some liability, otherwise someone could come along, strip the metal of the boat, (including the anchor ) and let the boat float away causing more danger than a stationary boat. But at least you've got an idea where to start!

    @@ThisIsSolution The bankers don't want junk that is sinking. They want their money and they have a loan they can use to foreclose on the previous owner. The owner still owes $50k for their boat they abandoned? The bank can seize assets to get their money. Was the boat listed as lost and the insurance paid? The bank got their money already. Clear up the regulations on salvage and let entrepreneurs get to work.

    Good move. You know the owners collected the insurance money for the "totaled" boats, and if the boats were not insured, they are still the owners', not the taxpayers', responsibility. If the boat can be salvaged and someone else is willing to remove it at their cost, that should, indeed, be allowed.

    At present we have 3 abandoned boats in our Bodega Bay harbor. All three are in various stages of 'sunkeness' . . . the county removed one sailboat after they received a $50,000.00 grant . . . yep, 50K to remove one 30' sailboat. The boat removed had run aground and was onshore 5 feet from the road.

    How are the "money hungry mongrels" causing people to abandon their garbage in the first place? It would be like you leaving your junk car under a bridge somewhere and just walking away. Is that somehow okay with you? Obviously one solution for a lot of garbage (tires, cars, anything with an engine) is a pre-paid refund system. That money (has to be high enough to interest other people) is paid at the time of purchase and refunded when that item is junked at a legit recycler.

    Jail is the last resort. Find the owners and find out what happened. Was it stolen? Hurricane victim and no funds or way to recover the boat? FWC in my opinion is a giant money maker for the state. They seem to be everywhere issuing the max number of citations. Their purpose is supposedly to preserve and protect the environment. Use that giant fund to remove the boats and/or assist the owners. These are not mega yachts. These boats would not be that difficult to remove.

    Many of these boats have broken free of their moorings during hurricanes and the lawful owners have no idea where they are. I worked for an insurance company as a contractor, finding missing boats and repairing and returning them so the company wouldn’t have to pay out the full price of the boat. We got a lot of harassment from the police. Evidently, they didn’t want the boats to be recovered so that they could get more money to hire more people to do enforcement on boats. More people supervised means raises for top people in the departments. Many times we would be trying to tow a stranded boat we had papers on only to have the police show up and refuse to let us continue and would not look at the paperwork that said we had the legal right to recover that asset. Many of the boats recovered only needed minor repairs and cleaning to be returned. Saved the insurance company millions. I quit after a sheriffs deputy put a gun in my face and told me he would kill me for putting him out of work. Got it on camera, nobody interested in doing anything about it. The insurance company still has people recovering boats.

    Nova Scotia has a serious boat-dumping problem, many companies register their boats in canada then never pay taxes on them, then when the boat is no longer seaworthy they ditch it in a harbour where it's impounded for backed taxes.

    yeah, it's because of some loopholes in Canada's maritime law some fishermen and others exploit, often non-canadians registering the ship as canadian. the Sea Shepherd Conservation Society dumped the Farley Mowat off in Nova Scotia after registering the ship under the canadian flag, used it until it was falling to pieces, then dropped the thing off in harbour as the government's problem. That said, I did actually get to see the old Farley Mowat when I was visiting family out east, and it's pretty impressive to see a ship with a skull and crossbones that's been riddled with harpoon/bullet holes from angry whalers, so respect where respect is due.

    If you are near the coast, boats get lost from moorings all the time. They usually get towed somewhere and sold at auction. Phone your local county/council (whatever) and ask about it. Phone around a few of the auction companies or the local Waterways Authority (whatever it is called in your country) and ask what happens to the abandoned boats.

    I wonder If i Florida , you can just put a notice in the local newspaper ( Tampa times ) and if within 30 days no one claims the vessel. Then it becomes yours ! Thats how it is in Connecticut for abandoned motor vehicles. PLEASE : Are there any thoughts or comments on this subject ???? Thanks in advance .

    Friend told me when I talked about getting one: Boat owners have 2 happy days- one when they buy the boat, and one when they sell it. I live on the gulf but I don't think I'd use one enough to justify the cost.

    People get sucked into the idea that they have to buy a fancy boat with all the bells and whistles and they imagine taking their friends and families out. Between maintenance and fuel costs, boats are a huge headache for the weekend warrior. Lifelong boat people usually know how to do their own repairs and buy something that's easy and economical to operate. You can tell who's who at any boat ramp, which can be a huge source of entertainment.

    I live on a sail boat, work on a crab boat, and have a small runabout rigged for commercial fishing. There is nothing wrong with boats. boats are wonderful. Boats are life. However, not everyone is mentally capable of owning a boat, as nice an idea as it is. Boats require care and attention constantly. Boats require a brain, common sense, self motivation to get things done, lots of patience, and a certain degree of analism that few people have the energy for between work, family, and friends. However, don't knock boats just cuz they're not for you. Like a lot of things: the reality is different from the fantasy, or as we say, "It looks different from the deck than it does from the wheelhouse". 🐟

    I'm a new boat owner, I bought a used 17ft Century, fits in my yard and i've only learned so much! If you buy a boat, you need a plan! Everything was figured out before looking. If you look first you'll be a sucker, no plan, not handy don't do it!

    I've seen abandoned boats in pasco county and in pinellas it's pretty much been going on for years around both counties and it kinda makes me wonder why and what cause them to leave their boats like that?     build a twin pontoon boat hoist in a U configuration. . a swing gate at the open that closes after the boat is surrounded to keep the open ends locked in place.. build it like a floating dock with 2x12s and styrofoam blocks. Various lengths of J shaped boat hooks to pull the straps down and pick them up on the other side.. since the idea is not to lift the derelict out of the water. the winches can be on the centerline of each pontoon.. so they don't tip when winching up.. if they put the transom inside or outside on the CLosed end. they don't need much in the way of specialized motors.. a single motor in the ends of the U sections with a 360 degree swivel ring.. like a gun turret.. so that could be used to hold position against current .. i can draw up some basic drawings if anybody wants but i am on the wrong side of the country to do this in person.. although it looks like it might be fun..

    Might hit the wrong one hard. What about a soldier overseas who had to leave his boat unattended for a few month, hoping nothing will happen. Sure that is wrong behavior, but you should not fine it with thousands of dollars.

    Daniel, a soldier is supposed to make all those arrangements BEFORE they deploy overseas. In fact, there's a lengthy pre-mobilization process to arrange all that. The fact that they don't fine it with thousands of dollars makes it more attractive for people to just dump their boats.

    Tyrannical fine? I don't think so. Bay Pines is looking like a dumpsite these days. Do you like living in a dump or something? I sure don't. I get it that people die, but arrangements need to be made with next of kin. I have lots of respect for people in the military, and most of them are very responsible and make the proper arrangements before they left for a long tour so they're both wouldn't wash up and be stripped of all its components/be a hazard in the waterway.

    That's not the only place in Florida you find these by the dozens. IF you can get to them before the city does, IF you can know it's truly abandoned, you can then claim it on salvaged recovery. But a lot of times they're not worth it. More so than not. But that said, you want a small project boat or to live aboard while fixing it... It's a start. But it does cost to fix them. It's not cheap. Not even for materials to diy. I do know a couple people that have done just that. It really depends on the size, the damage and knowing before hand what you're getting yourself into. Once you claim it, re-registered it. You're responsible for it. Including getting rid of it if it doesn't work out as planned. Which isn't cheap either. What's not said, is once the city tags them and finds the registers owner. They're fined and have to pay all the removal and demo fees. Which are pretty stiff.

    its illegal to seize an abandoned or sunken boat in Florida. The reason being Florida requires a title transfer. there is no legal way to transfer it to your name in florida unless the previous owner signs the title to you. without a title salvaging a boat is considered theft, which is bs but the way it is. Lived near baypines my whole life. there always have been and always will be derelict vessels until they make it legal for people to salvage them after a certain amount of time. The other issue is say you did contact the old owner, and got the title transferred. You are then responsible for any environmental damage and liens associated with that boat as well. which is kinda insane when you think about it.

    Here is a better idea and more of an incentive for owners to remove the boats , if the Boat is abandoned for more than a Month after warnings then whoever claims the boat can charge the original owners for its removal and they keep the title for the boat . So whichever way you look at it , it’s advantages for the original owner to remove , or they will have a hefty bill from the new owner.

    I saw a tv show where people salvaged boats. In the 60s my dad would take me fishing on Old Hickory. We would fish all day and see maybe 2 boats. Now it seemms like everyone has a boat. Funny story in 1959 my dad and his friend built a wooden boat in my mom's dining room. She was very mad. She got madder when my dad realized the boat was too big to get out the door. lol I don't remember how they got it out I was only 4.

    Ya know, there used to be salvage laws that applied to abandoned vessels. No need to fine owners, simply document abandoned vessels and allow salvage operations.....without 10 million freaking government hoops to jump through so that only big corps can get in on it.

    Most of the boats have blown motors, which most of those boat need large ob motors that cost 10 of thousand of dollars to replace. Most Americans want something new and shiny and they generally have to finance the cost of the boats. I keep my at marina and 80 of the boats never move out of the slip which causes the motors to break, the moral of the story is if you own a boat use it, or sell it.

    These boats have zero 'scrap value' - fiberglass isn't recyclable except as fill. Check your local transfer station's tipping fee to see what it would cost to get rid of, say, a 25 ft sailboat. Add in the cost to haul it out of the water and transport it and you'll see why these boats are abandoned. You have to hit owners in the pocketbook - seize their automobiles or revoke their driver's licenses until they deal with their responsibilities. Or, have owners of any vessel over 16 ft post a bond.

    The problem is if it was just minor costs to retrieve them it'd be one thing. They like to create an entire ecological cost to it and then try to shoulder the entire fee on the owner. It's largely what made the problem in the first place. If people could just drag them out and scrap or salvage from them, someone would. They've made retrieval a bureaucratic nightmare far worse than ownership. You won't be able to fix the problems that were caused by regulation and mandates with more regulation and more mandates.

    Well, in our State, we have to Not Only Includes the cost to have the Boat Removed is sunk, but also ave an additional cots of $20 per Ft. a Year..And that has to be for all Registered Boats from 12 ft Dingy's to 100 Ft Yachts..and Its an Additional Sticker next to the Registration # on the Bow. If No Sticker? You can't launch the Boat , they are Ck'd when Launching by The people Collecting the Launching fee or the Marina is Responsible if Launching it. And of course is you can't afford this? You can't afford a Boat.. Its not the Total Answer but it helps . Current one's not with this Insurance Policy are Sunk ( Blown Up ) if In deep enough Water..Others Are Towed in and Destroyed and it really doesn't cost that much as some claim. Figure $200 a day per Salvage Persons Pay at $20 hr x 10 hr day..Some Marine Companies hear its Goverment( DNR or Coast Guard,etc) Will Try to Raise the Reg. Rates, but the Ck what they are before Offering them the Job.... and there are Typical Goverment People trying to get More Tax $ Funding to get paid more, etc. Some are also Hauled out into Deeper Waters and Blown Up and Sunk..To Creat More Areas for Fish, etc. to Use.. Some are also Auctioned off right were they are ( In the Water) Via On The Internet now and the New Owner has 21 days to remove it and the new system is also Working well...Just Find out whome is the Local State Legislator and Congress Person and lobby them..

    If people can't afford to take care of their boat, what makes the authorities think they can cover the cost of the fines? I understand the motive, but people who fall on hard times can't afford that, hence the reason the boat is derelict! They need to allow the government to take those boats and offer them at auction. Fixer upper types would love that.

    They should allow anyone that wants them to do so, once the owner has been made aware of the situation and only make them pay for the removal if no one reclaims it or takes it to salvage any parts that can be reused. Once this has happened authority's can place a notice on the vessel declaring it free to anyone that wants to take it, but with just a 30 day time limit after then let the authority's take it. I think many of them may have been used for drug running.

    Bert, that's how they do it in California, and the boats that are snatched up by salvage companies or private individuals are only a fraction of the total. They post a notice just like the one's in the news clip which notifies the owner that they have 100 days to deal with their derelict vessel. On day 100, anyone can come and take it, go to the DMV and ask for a new title. Pretty simple, but most people just grab them, and live on them for a while until they sink or are abandoned again.

    To the people saying finders keepers. Even if the owners give their ownership to the people who are interested for free, they will pay a hefty price. The towing and hauling can almost cost in the 6 figure range and the local govt fees for hazardous waste can make it jump well into 7 figures. I get why those fines are in place but if the problem is due to weather rather than neglect, it works against the people's interest to pull them out of the water.

    that's not how it works. it's people that WANT to live the "american dream" and take a loan out to buy a boat even though they can't afford it. this is how it ends up. this is the reason america is in so much debt, because everyone wants to live big even though they can't afford it, racking up unpaid loans of course prices go up and money becomes worthless.

    Insurance companies pay the owners to salvage. Most owners cash that fat check and forget the boat. Owners should have to pay the salvage fees as they've already been paid.

    My wife and I lost are home January 23 2021 we've been forced to live in our van since we would love one to live on or a place to call home liveing in our van is really starting to take a toll on the both of us my wife has epilepsy we both receive monthly ssi ssdi checks and I work at kirklands but we still have yet to find a place to call home other then are van .

    The fine should be 200 dollars for the first week. After that first week if the boat isn't removed then everyday after that first week should be 200 dollars PER DAY. The money brought in by the fines should be used to remove the boats that have no identification linking the boat to a owner.

    I'm guessing people leave them because of the recovery cost, storage costs after recovery and repair costs. All said and done is probably 20k-30k if not more for a boat that is probably lucky to be worth 10k if it was in good running condition. The state should allow people to take them 30 days after they have put the sticker on the boat and owners notified. Maybe have a salvageable date on posted sticker. That way people with the means to store and restore these boats with their own labor can do so. Sure some won't be worth the trouble but I'm guessing a lot will start to disappear.
