In a previous time 4th Ave was the hippy part of town, almost like the Haight -Ashbury district in San Francisco. It's close to the University of Arizona.

Phoenix is nothing compared to Tucson. Phoenix is all scorching hot concrete and steel...it's Los Angeles transplanted in the desert...lots of traffic...many and many freeways, and the citizens are rude and not very friendly. I wouldn't be either if I lived in such a hellish place.
