I think this can also be categorized as Litotes, a figure of speech that uses two negative words to emphasize a positive statement.

It really all depends on what you really want to say in a specific situation. When you say "not uninspired", you are, for example, emphasizing that she IS inspired because maybe someone said that she was being uninspired or not inspired and thus setting a bad example for everyone. So the lesson here is, stop thinking about HOW you would say it in English, instead just think about WHAT you want to say or tell and the language will just come out of your mouth naturally. Language is just a tool not a measurement of intelligence.

Opo. Pwede ata. Naalala ko sa requirements bring blackballpens, permit and ID. Di na kailangan magdala ng scratch paper.
