Anyone know how a local govt would be involved with a DBE grant for a rural airstrip only big enough for private prop planes?

Not required FAR Part 23 Supart B 23.21 (e) "If you are a non-primary airport, non-commercial service airport, a general aviation airport, reliever airport, or any other airport that does not have scheduled commercial service, you are not required to have an ACDBE program. However, you must take appropriate outreach steps to encourage available ACDBEs to participate as concessionaires whenever there is a concession opportunity."

My business is being disadvantaged due to this DBE program, does that mean that I qualify under the DBE now....

You get what you deserve in this world, not what you want! If you aren't getting what you think you should then take some time to look inward. I'm sure you'll find the answer in there somewhere... Or keep blaming others and failing. It's really up to you!
