Ya, it depends on what type of floor it is in order for it to be reflective or not. so, you should've changed your sentence to reflective carpet.

That’s because there are seek eyes up there and seek could be in Floor 2

This isn't Ray Tracing, it's screen spaced reflections (SSR)

In 2022 we used to download roblox shaders with any Graphics card but after the roblox banning third party things such as shaders we need to use nvdia graphic cards such as RTX and GTX

That’s not RT, that’s shading. Shading is a much less advanced feature than RT as it just makes textures glossier by adding more layers and adding effects.
