Not really. Lots of events have arrows and just killing darkling and using your cp can easily get you some. I spent no gems on treaties and arrows but my watchtower is 22 and rally is only 20

"Arrows easier to farm than treaties" In fact it's the opposite. Arrows are EXTREMELY CP inefficient and much less on average compared to treaties. Forts are much easier to grind in this game than RoK, and follow a similar treaty drop rate (50% to get 1 treaty or the given amount of your reward level, whereas rok it's 50% 0 books or the amount corresponding to your reward level). Just farm 100 darklings and calculate or do 20-30 forts and you'll see the vast discrepancy of CP efficiency.
