You didn't put the water in it.

I suggest you should use shoe polish & sprit. His method has oil so dust and sand will be attached on the tyres.

Don't spray the shine. Use an applicator tool or a sponge. Now you need to clean the wheel again. Tires are not supposed to shine. Go look at new tires in the store!

I did it myself but it faded away quickly

Just use the baby oil as is. You get that for $2.47 at Walmart(20oz).
