I remember as a little kid I saw this on vhs. A thought has been lingering in the back of my mind for the longest time "what was that one animation I saw as a little kid that had to do with a boat?"

True, back then, Disney put smoking in movies back then because people didn't think smoking was bad until now, such as Pinocchio and 101 Dalmatians for example.

It's funny, but looking back, Disney had a number of stories like this. Lambert the Sheepish Lion. Morris the Midget Moose. Ferdinand the Bull. Little Toot. Even Dumbo, after a fashion. Stories of the oddballs and misfits who don't quite fit in and are teased or ostracized for it. But when the chips are down they rise the occasion and demonstrate a courage, tenacity, and special skill no one else can. The lesson being, of course, that you may be different but that doesn't mean you can't thrive and succeed in your own way. And its a message anyone can learn from.

This was many years before the smoking bans were implemented. For many decades, almost everybody smoked in the movies and on TV, including on cartoons. "BraveStarr"'s Scuzz even admits he wishes he had never started smoking at all since he knows the effects of smoking will catch up with him.

​@AidenAndrews. Mitton and Cardona may have thought about this, as they were likely alive when this was made, but Tugs was not directly inspired by this. The biggest factor of its creation was the two wanting to do something by themselves so they could have total freedom over it, something they couldn't do as part of the Thomas and Friends team.
