Smee is being slept on. It's probably the best target in Amber for Rapunzel. Also a good target for support or any other boost, such as Megara. It handles combat well. Rapunzel should be an easy 5. I can see a 4 if you think there aren't enough high willpower targets in the game yet, but that effect is absolutely busted. - It's also Inkable, quests for two, and has high willpower itself. Simba could also easily be a 5 with the current card pool, but I think he'll do the opposite of Rapunzel and get a little worse as more cards come out.
