Disinformation in Social Media as a Threat to Democratic Institutions

The 2016 presidential election in the United States and elections across Europe in 2017 shed light on how vulnerable governments and the general public remain to digital disinformation campaigns. Aimed at undermining democratic institutions and the democratic model itself, fake news and disinformation operations have proven effective in polarizing populations and swaying the outcomes of democratic affairs. How can governments best collaborate in developing strategies to combat disinformation? How can governments best respond to foreign propaganda and interference in domestic affairs? How can we develop technical and policy solutions to strengthen the integrity of information and challenge the influence of those who seek to destabilize the democratic order?
