We should never blow air towards heat sink as it makes gab between thermal paste and heat sink I tried on my own and always need to reapply it

no need update BIOS The intel i5 9400F processor which have the "F" SKU model at the back means no build in intel HD graphics which means you cannot use this processor without an external graphics card. Meaning you will not get any display output from the motherboard physical VGA/Display Port/HDMI if you pair it with a "F" SKU model intel processor such as the intel i5 9400F processor. You will need a graphics card such as the GTX 1650.
