Second time un ne cancel Nahi Kiya he . Bhiyaa Ki Bolne ka MATLAB tha Ki ek side hone se jyada effective he or opposite side hone completely Nahi thoda cancel kare ge ek dusre Ki effect ko is liye.

It can be explained as pulling of shared electron pair between heteroatomic compounds ex. HCl The magnitude of pulling I presume Hope this helps ☺️☺️
