Nothing happened to his voice. He's mimicking the way touts/conductors talk in Nigeria. Most times, it's just a way to show they can't be messed with cos the voice makes them sound tough and rugged. If you hear one speaking that way, you don't want to look for their trouble/get on their nerves or they'll finish you with insults.
