    To avoid arcing fault in TL neutral is used as loads are always unbalance and neutral current will be there if LG fault occur then phase voltage will be equal to line voltage in case of missing neutral pt and this will cause arc or damage the insulator. While grounding is provided to remove extra stored charges in conducting material to avoid shocks.

    I am trying to explain how phase voltage becomes line voltage. If neutral is not earthed at transformer, then no protection of electrical instruments can be done by earthing their body parts. No short circuit will be there when phase wire touches ground. This earthing makes return path through ground only then, when transformer neutral is earthed at transformer end. Secondly ground fault occurs only then ,when neutral is earthed at transformer, otherwise nothing will happen if you ground any phase. But if one phase is grounded by touching any body part of electrical appliance or by touching with earth wire then ground will become that phase and if you touch any of the other phases, you will be across two phases because you are at the potential of grounded phase. Then insulation of other two phase wires will have to face two phases potential. So phase voltage becomes line voltage only then when one phase touches ground.
