Even if he wasn't voluntarily reaching for the gun, his hand was moving toward the gun, giving that impression. Those are the facts the officer is judged on. No one will know if that was his intentions or simply the movements of a dying man. In any event, he alone put himself in that position.

The cop had his finger on that trigger as soon as he had unholstered it, and was not on target at all. I get the fight or flight stresses, but the muscle memory should have worked a little better. After he warmed up his Glock on the security guard, then the cop was on target. That security guard doesn't make enough to tackle and catch a bullet that was shot so prematurely that it couldn't have even hit the suspects feet! Thanks Rick!
