Designing cities for sustainability, resilience and happiness | Paulina Lis | TEDxSanDiego

Each facet of the built environment has the capacity to create a positive experience, enhance our health, and strengthen our communities. We live surrounded by concrete, glass, brick, and asphalt for most of our day, while we breathe processed air, drink recycled water and listen to the sounds of the city. Cities are writing new narratives around sustainability, resilience, happiness and well-being, with governments designing urban environments and shaping public policy with regenerative qualities in mind. Paulina Lis learned the value of conservation early on in life. Growing up in 1980s Poland under the Soviet Union, Paulina’s family relied on a community network of locally grown food, upcycled products and basic services. As the Executive Director of the San Diego Green Building Council, Paulina helps build support for environmental initiatives. Notable projects to date include sustainability efforts in Balboa Park, San Diego Food Bank, North Park Eco District Initiative, and the Net Zero Water Conservation.     The systemic reform missing from this talk is the treatment of control over locations in cities as a privilege, a privilege that requires compensation to the community equal to the potential annual rental value of whatever locations are held. Location values are not produced by individual owners or what they do or do not do with the locations held. Differences in location values result from advantages associated with aggregate public goods and services brought to the location. What the individual invests to improve the location (e.g., construction of some building) should then be encouraged and not burdened by taxation. Buildings are, after all, depreciating assets that require ongoing maintenance and periodic systems replacement. Taxing depreciating assets is bad public policy. Once a person who holds land pays to the community the location's rental value, their financial obligation to the community has ended.
