It's called the Banners Pick A Bunch... it has 2 different shapes that both punch 3 different sizes.

What that you cutting with black card. Called. For topper ?

For the sentiment I first use the Banners Pick A Punch, and then after I stamp I trim it down the the Stampin' Up! Paper Trimmer.
