Kinda wish you shared the gcloud commands from the video. As someone who is following along that is very throughtful. The reverse is also true

Please verify if you are providing the correct location tag when binding IAM policy, you have to provide the location where your artifact repository is created.
Can you please provide the same source code you used. I tried with different website but got some problem after deployment. I got external IP but that IP is not opening in browser.

These regions are Google's on premise server locations.You can create in any region.
