12 countries sign the North Atlantic Treaty at an official ceremony on April 4 1949 in Washington D.C.
The ceremony can be seen in this video, in which you can also see and hear a speech by US President Harry S. Truman explaining the reason and mission behind the new alliance.

According to the above link at the National Archives, the creator of this film clip is the “Department of Defense. Department of the Army. Office of the Chief Signal Officer. (9/18/1947 - 3/1/1964)”. The recording is titled “SIGNING OF THE NORTH ATLANTIC TREATY, WASHINGTON DC”.
