According to the above link at the National Archives, the creator of this film clip is the “Department of Defense. Department of the Army. Office of the Chief Signal Officer. (9/18/1947 - 3/1/1964)”. The recording is titled “SIGNING OF THE NORTH ATLANTIC TREATY, WASHINGTON DC”.
