That is blue fire, also known as Touya's quirk "Cremation", he can let out a huge gust of blue fire that is way more powerful then the one shown in the video. The color of the fire isn't blue for aesthetics tho, whenever fire comes at an insanely high temperature, [Maybe 2°600C or something like that] It gets that blue color. Or it can get that color from burning organic material.
