To prevent what I show below, there should be a rule that a nation that’s gotten to annex someone is immune to being annexed. Without this, it’d be something like this: Luxembourg annexes Russia Nauru annexes Luxembourg Barbados annexes Nauru Lesotho annexes Barbados Malawi annexes Lesotho Etc etc etc The weak powers would always just get annexed the next year
