could you replace flame leap with heavenly wind

all you need is the required stats for those mobility moves and then put the rest into whatever you want. thats really what is unique

30 flamecharm 50 Thundercall 50 Galebreath 21 Charisma (at least) 40 Light weapons 50+ Agility 40+ Fortitude (Exoskeleton) What I've evaluated from the Mantras/Talents and oath 76 points is left over so he'd probably dump that into agility or INT if he needs ether/tempo

As someone who has been on the enemy team against this build, it was pretty annoying to fight against lol. if his teammates get low he'd spark swap with them and then run away. I actually managed to catch him in water one time.

He has flame leap modified with a reversal spark. You can then feint it, wich makes it have such a small cooldown. Hope this helps
