Engineers are the kings of over kill mainly because they are signing off that it meets specifications could have just as easily and probably cheaper to auger 8 or 12 inch holes down to good material poured concrete pilings or even filled with gravel then set your footings and it’s funny what you said about steel and rubber tracks I said the same thing they both have there place have a good day

Looks like there was a change of plans. You had to move the bank dirt they asked for.
